From the Fourth National Minority Medicine Work Conference, it was learned that since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has attached great importance to the development of Chinese medicine, and significant progress has been made in minority medical work.

 

First, the cohesion of policies and the development of the environment will be further optimized. The Chinese Medicine Law has made it clear from the legal level that Chinese medicine is a general term for Chinese medicines, including Han and minority medicines. Five kinds of ethnic minority medicines such as Tibetan, Mongolian and Dimensional were first listed in the 2012 edition of the National Basic Medicines List. In the 2017 edition of the National Medical Insurance Drug List, 43 minority drug varieties were added, an increase of 95%, far exceeding the 17.1% increase in the overall catalog. Seven ethnic minority medical professions including Tibet, Mongolia and Uyghur were included in the National Physician Qualification Examination.

 

Second, to enhance service capabilities, the benefits of Huimin are further highlighted. The National Health and Family Planning Commission and other five departments jointly implemented the grassroots Chinese medicine service capacity improvement project. The basic conditions of minority medical institutions have been strengthened and their service capabilities have improved significantly. The average cost of outpatient clinics of national minority medical hospitals was 156.4 yuan, and the per capita hospitalization expenses were 4523.9 yuan, far lower than other hospitals.

 

Third, the innovation training model and the talent team have further grown. There are 7 minority doctors offering higher education and 43 colleges and universities offering minority medicine education. In 2016, there were 13,681 students enrolled in minority medicine majors. 97 national minority medical expert inheritance studios have been established, and a talent cultivation model combining college education and teacher education has been formed. A total of 20,839 people from all over the country have obtained the qualifications of minority medical doctors.

 

Fourth, pay attention to excavation and consolidation, and further increase the inheritance. The State Administration of Traditional Chinese Medicine and the Ministry of Science and Technology issued the "Special Plan for TCM Science and Technology Innovation in the "Thirteenth Five-Year Plan"", and the United Nations National Affairs Committee issued the "Outline of the 13th Five-Year Plan for Science and Technology Development of Ethnic Medicine" to support the development of minority medical science research. . Compile a catalogue of ancient medicines for ethnic minorities, strengthen the inheritance research of medical experts, medical skills, clinical experience and academic thoughts of famous experts, and actively carry out research on the investigation and protection of minority medicine resources.

 

Fifth, to help the economy develop, the minority pharmaceutical industry will be further revitalized. Make full use of the superior natural ecological environment and unique cultural and medical resources in ethnic areas to explore and carry out health services for ethnic minority medicines. The National Tourism Administration and the State Administration of Traditional Chinese Medicine signed a cooperation agreement on the development of Chinese medicine health tourism to promote the integration of tourism in ethnic areas and minority medicines. The implementation of the Chinese medicine industry poverty alleviation action and the vigorous development of the minority drug industry have played a positive role in promoting local economic development and promoting accurate poverty alleviation.

 

Sixth, the service is open to the outside world and exchanges and cooperation are further deepened. The United Nations Development and Reform Commission of the State Administration of Traditional Chinese Medicine issued the “One Belt, One Road” development plan for Chinese medicine. To build an international bridge and platform for foreign exchanges and cooperation between minority medicines has effectively promoted the participation of Chinese medicine in the construction of the “Belt and Road”. Mongolian medicine, sputum medicine, Kazakh medicine and other ethnic minority medical and medical diplomatic advantages in the border areas have become prominent, playing a positive role in promoting cultural communication and strengthening exchanges.
