From 2008 to 2013, the building area of the National Traditional Chinese Medicine Hospital increased by 12.968 million square meters, an increase of 39%, and the number of beds built increased by 291,100, an increase of 73%. Among them, 925 county-level Chinese medicine hospitals, 313 prefecture-level and above Chinese medicine hospitals have improved infrastructure conditions.
Chinese medicine "six in one" bear fruit
By arranging special funds for the central government, Chinese medicine has achieved comprehensive development in six aspects: medical care, health care, scientific research, education, industry and culture. There are 1521 national key specialties for traditional Chinese medicine, 478 rural medical institutions, specialties for Chinese medicine characteristics, 882 county-level Chinese medicine hospitals, 3,456 township hospitals and community health service centers, 106,500 village clinics and community health service stations. The construction received financial support.
The community health service centers represented by the “Chinese Medicine Museum” or “Guo Yi Tang” and the construction of the traditional Chinese medicine comprehensive service area of township hospitals are widely carried out. According to preliminary statistics, there are 20,500 traditional Chinese medicine comprehensive service areas in the National Community Health Service Center and Township Health Centers, which account for 45.01% of the total. 136 Chinese medicine “treatment of disease” service standards, technical operation norms, health intervention programs or guidelines were formulated, and the capacity of 175 prefecture-level Chinese medicine hospitals for preventive health care and rehabilitation services was strengthened.
In terms of personnel training, the financial funds support 528 old Chinese medicine inheritance studios and 96 Chinese medicine genre studios to carry out research inheritance; relying on 84 hospitals to establish resident standardized training bases, 5,000 Chinese medicine graduates have received standardized training; Training for more than 22,000 primary clinical technical backbones and rural doctors.
In terms of inheritance and innovation, 400 books on ancient Chinese medicine have been thoroughly compiled and excavated, and are being published one after another; the industry research special investment is 761 million, 2826 counties and districts across the country carry out traditional Chinese medicine traditional knowledge investigation and research; and revised and published 517 Chinese medicine standards The research results of Chinese medicine standards, production techniques and technologies were accelerated. 922 counties across the country started the investigation of raw materials for Chinese essential medicines and built 16 Chinese medicine seed seedling bases. Financial management support task implementation
In 2014, the Ministry of Finance arranged a special fund of 31 million yuan (1 million yuan per province and city) to carry out performance appraisal of traditional Chinese medicine. The State Administration of Traditional Chinese Medicine adopted a combination of self-examination and key supervision in each province to carry out 23 self-examinations across the country. Conducting on-the-spot performance appraisal of 6 projects with outstanding characteristics of traditional Chinese medicine and strong representativeness, such as the old Chinese medicine inheritance studio, the academic genre inheritance studio, and the Chinese medicine “treatment of disease”. It also carried out pilot work on performance evaluation of key projects in departmental budgets, and entrusted third-party intermediaries to conduct performance evaluation pilots for 14 projects undertaken by the six budget units managed by the bureau, involving project funds of 105 million yuan.
The construction of information technology in Chinese medicine continues to strengthen
In 2014, the State Administration of Traditional Chinese Medicine passed the investigation on the status quo of informationization development of 3166 Chinese medicine hospitals, and formulated data support and basis for the development of the informationization development policy of Chinese medicine hospitals for the “13th Five-Year Plan”, applying for special investment in informationization, and establishing an investment guarantee mechanism.
After the first phase of the 12th Five-Year National Health Insurance Informationization Project jointly submitted by the State Administration of Traditional Chinese Medicine and the National Health and Family Planning Commission and other departments was officially approved by the National Development and Reform Commission, the central budgetary investment arrangement was 28.86 million yuan, which was used to strengthen Medical data sub-center and 9 government business system construction. The proposal for the preparation of the "13th Five-Year" Chinese Medicine Government Informationization Project is submitted to the National Development and Reform Commission. In the cost accounting and price monitoring pilot of TCM medical service projects, 50 units in 10 provinces including Jiangsu participated in the pilot project, focusing on the cost composition and pricing mechanism of TCM medical service projects and conducting scientific calculations and evaluations, providing the next step for standardizing and rational pricing. At present, the first two industry-level accounting leading talent classes have been held successively, and a group of talents with financial, auditing, risk, strategy, cost and asset management capabilities have been trained.
