On the morning of December 5th, the 4th Shanghai Forum on Chinese Medicine Reform and Development was held in Shanghai. Wang Guoqiang, deputy director of the National Health and Family Planning Commission and director of the State Administration of Traditional Chinese Medicine, attended the meeting and stressed that it is necessary to focus on the goal of “building a scientific and technological innovation system that conforms to the laws governing the development of Chinese medicine and has the characteristics of traditional Chinese medicine” and highlights “Traditional Chinese Medicine Technology and Economy”. Combining this "focus" with the key to "inspiring the enthusiasm and creativity of Chinese medicine practitioners", we will continue to deepen the reform of the mechanism and mechanism of TCM science and technology innovation, and make greater contributions to serving the healthy China construction and innovation-driven strategy.

 

Wang Guoqiang said that promoting scientific and technological innovation in traditional Chinese medicine can not only enrich the theory and practice of Chinese medicine, but also promote the development of traditional Chinese medicine. It is also conducive to consolidating and strengthening China's advantageous position in the traditional medicine field; it can not only promote medical science progress in China, but also enhance science and technology competition. It is also helpful to explore new ways of innovation-driven development in the health care sector; it can not only promote the transformation and upgrading of the Chinese medicine industry, but also enhance the core competitiveness of China's pharmaceutical industry, and help promote economic restructuring and transformation of development methods.

 

Wang Guoqiang put forward five requirements for promoting scientific and technological innovation in Chinese medicine:

 

First, strengthen strategic positioning and put innovation development at the core. It is necessary to enhance the sense of urgency and responsibility, accurately grasp the situation and challenges faced by TCM science and technology innovation, put TCM science and technology innovation in a prominent position, and comprehensively enhance the independent innovation capability of TCM.

 

Second, comprehensively deepen reforms and focus on cracking down the institutional mechanisms that affect the technological innovation of Chinese medicine. Improve the planning and coordinating mechanism for TCM science and technology innovation, build a multi-level innovation cooperation mechanism, give play to the role of market mechanism; improve the scientific and technological management system and operational mechanism, reform the TCM science and technology evaluation and evaluation system, and explore the establishment of TCM scientific and technological innovation evaluation System to strengthen the protection of intellectual property rights of Chinese medicine.

 

Third, adhere to the demand orientation, identify the main direction and breakthrough of Chinese medicine technology innovation. Identify the key and difficult problems that affect and restrict clinical efficacy, and use it as the main direction of TCM science and technology innovation; adhere to the original thinking of TCM as a logical starting point for theoretical and technological innovation. Implement an asymmetric strategy, highlight key points, grasp major issues, grasp cutting-edge, grasp basics, strengthen tackling and achieve breakthroughs.

 

Fourth, improve the innovation ecology and strive to create a good environment for promoting scientific and technological innovation in Chinese medicine. We will build an education and training system that is conducive to the growth of talents, form a complete chain of talent cultivation and growth, establish a coordination mechanism for talent cultivation, and cultivate world-class scientists, leading talents, practical talents, and build innovative teams. Attach importance to the establishment of a reasonable incentive mechanism to enable talents to win the respect of society through technological innovation.

 

Fifth, strengthen open cooperation and accelerate the improvement of the independent innovation capability of Chinese medicine. We will firmly grasp the general trend of science and technology and the general direction, and actively introduce and learn the world's advanced scientific and technological achievements and integrate global innovation resources. Guide Chinese medicine institutions, enterprises, and universities to actively go global, make full use of their resource advantages and technological advantages, achieve mutual benefit and win-win on the basis of cooperation between the two sides, enhance independent innovation capability in open innovation, and better serve both domestic and foreign markets. To further expand the international influence of Chinese medicine.

 

With the theme of “reform mechanism, promotion of innovation and improvement of service”, this forum aims to further clarify the goals and ideas of the reform of TCM science and technology innovation system and mechanism, explore the path of TCM's independent innovation capability, and promote the development of TCM innovation.
