“I hope to cooperate with China at the government level in herbal medicine and traditional medicine.” Mahavani Vino Amy Nicole, Director of the Department of Drug Testing and Traditional Medicine, Ministry of Health, Madagascar, told reporters in an interview. Expressed such expectations. At present, the country does not have sufficient capacity to comprehensively evaluate the herbal products applied for registration. She hopes that the Chinese government can recommend some projects and enterprise support, and assist the country to develop relevant quality standards.

Mahawani’s expectations are gradually becoming a reality. In 2015, the first central financial project approved by the Ministry of Finance to support the international exchange and cooperation of Chinese medicine, the international cooperation of Chinese medicine was set up, and a group of well-founded projects accelerated the internationalization with the support of the government.

At present, the first batch of special projects have been completed, and the second batch of special projects have been identified and launched. Among them, the Sino-US anti-tumor cooperation project was included in the list of China-US economic dialogue results, and China-Hungary, China-Kyrgyzstan and other Chinese medicine cooperation projects were included in bilateral cooperation agreements, from Europe, America, Oceania to Africa, Asia, The red flag of the Overseas Chinese Medicine Center has been inserted.

At the special seminar on the development strategy and international cooperation of Chinese medicine “One Belt and One Road” held in Beijing on December 19th, representatives of some project implementation units discussed the project construction experience and future ideas.

Open up the territory and win the right to speak

"From what they say to what we do, to what we say they are basically recognized." Lin Hongsheng, chief researcher of the China Academy of Chinese Medical Sciences, is one of the main leaders of the Sino-US Center for Chinese Medicine Cancer Cooperation. She believes that Chinese medicine is going international and solid scientific research is the foundation.

The project's executive unit, Guang'anmen Hospital of China Academy of Chinese Medical Sciences, cooperated with the National Institutes of Cancer Research Institute of the United States to establish the International Union of Traditional Chinese Medicine Oncology, and published the "Guidelines for the Treatment of Malignant Tumors in Traditional Chinese Medicine." “The support of the state has given us confidence.” After the project started, the number of countries and personnel involved in the alliance construction gradually increased. Lin Hongsheng said that more and more American experts have begun to pay attention to the unique advantages of traditional Chinese medicine in treating tumors.

ISO has included seven standards for acupuncture needles and heavy metal limits for Chinese herbal medicines; WHO has published the 5th edition of the International Pharmacopoeia, which contains some of the quality standards for botanicals, and promises to assist in the development of Chinese medicine quality standards. The 46 standards of 13 Chinese medicines were collected by the United States Pharmacopoeia; 66 Chinese medicines such as Danshen and Sanqi were included in the European Pharmacopoeia.

"The internationalization of Chinese medicine standards has already achieved an ice-breaking journey, and the results should be expanded." Guo De'an, chief scientist of the Shanghai Institute of Materia Medica, Chinese Academy of Sciences, is one of the leaders of the International Standard System Project of Chinese Medicine. He believes that the establishment of international standards for Chinese medicine is the basic work to enhance the international influence of Chinese medicine and accelerate the international registration of Chinese medicine products. The development of international standards for the quality of Chinese medicine is not only scientific research, but also requires a large amount of coordinated communication. A regular meeting and exchange mechanism should be established and regular academic meetings should be organized. Under the leadership of the government, experts and exchanges will be held to finally realize the right to participate and speak in the formulation of international standards for Chinese medicines until the dominant position. “In the next 10 years, there will be more than 200 kinds. The Chinese medicine standard has entered the international standard system such as the United States Pharmacopoeia, the European Pharmacopoeia, and the International Organization for Standardization, forming a scale influence."

In addition to scientific research cooperation and standard setting, the layout of overseas Chinese medicine centers is also accelerating the legalization of Chinese medicine in various countries and even entering the mainstream medical system. Heilongjiang University of Traditional Chinese Medicine established the Central and Eastern European Center for Traditional Chinese Medicine in Hungary, and promoted the Ministry of Human Resources of Hungary (formerly the Ministry of Health) to adopt the “Regulations on the Legislation of Chinese Medicine”, making it the second country in the world to implement TCM legislation. The Oriental Hospital of Beijing University of Chinese Medicine established a Chinese medicine center in St. Petersburg, Russia, and obtained the qualification certification of the St. Petersburg State Government Hospital in Russia, which promoted the legalization of Chinese medicine in Russia. Hunan University of Traditional Chinese Medicine established a Chinese medicine center in Luxembourg, and jointly established a joint fund of Chinese and Chinese medicines with Chinese medicine companies to promote the registration of Chinese medicine products in the EU.

Promote a win-win situation outside

"We have built a Chinese medicine health rehabilitation city that can both boost employment, increase per capita GDP, and improve local health indicators. They are very interested in hearing." Chen Diping, secretary of Nanjing University of Traditional Chinese Medicine, said that the China-Swiss Chinese Medicine Center is global. The first Chinese medicine medical institution that passed the ISO9001:2015 certification audit. The school plans to establish the Swiss Institute of Advanced Chinese Medicine to explore the creative transformation and innovative development of TCM education and promote the inheritance and innovation of TCM education.

With the construction of special international cooperation projects, the Chinese and foreign sides will know each other, help each other, improve each other, and achieve a win-win situation. The project will be sustainable. The implementation unit of the project not only promoted the internationalization process of Chinese medicine, but also attacked new ideas and methods for maintaining human health, and also improved its ability in the process of “going out”.

Since the opening of the clinic of the China-Czech Traditional Chinese Medicine Center, although the medical insurance settlement has not yet been applied, the number of outpatient visits has reached about 400 per doctor per month, and all the patients are Czech locals. Traditional Chinese medicine plays an important role in the treatment of the intractable neck, shoulder, back and leg pain and various neurological diseases commonly seen by the local people. The construction of the Overseas Chinese Medicine Center has also enhanced the hospital's own influence. Zhou Hua, dean of Shuguang Hospital affiliated to Shanghai University of Traditional Chinese Medicine, said that the hospital will build a China-Europe friendly hospital near Shanghai Disneyland.

"Talent is the key. We have cultivated talents through project construction." Lu Yubo, president of the Guangdong Provincial Association of Chinese Medicine and honorary dean of the Guangdong Provincial Hospital of Traditional Chinese Medicine, introduced that in the special construction process, foreign short-term training and cooperation with foreign experts are hospitals. Accelerated the training of a group of Chinese medicine internationalization talents. The Sanya Traditional Chinese Medicine Hospital of Hainan Province also achieved economic benefit growth nearly six times during the construction of the TCM Health Tourism Demonstration Base project.

Key issues to be broken

With the development of special international cooperation, the right to speak and lead in the development of Chinese medicine overseas is further enhanced. However, traditional medicine in the world is still in a complementary position, and the construction of a high-level export-oriented Chinese medicine talent team still needs to be strengthened. It is still a key issue that restricts the Chinese medicine to go out.

Guo Dean suggested that the training of Chinese medicine standards should be carried out regularly to train a group of talents who are familiar with international standards such as European and American Pharmacopoeia. "When the main force goes out, it will lay a solid foundation for talent cultivation, and the internationalization of Chinese medicine will have a stamina." Tang Jun, inspector of the Department of Trade, Trade and Business Services of the Ministry of Commerce, said.

Cao Difeng, director of the Development Planning Department of the Confucius Institute Headquarters of the Hanban, said that in the future, the mainstream Chinese people's cognition of Chinese medicine will remain at a superficial level. In the future, as long as the Confucius Institute offers courses related to Chinese medicine, financial support will be provided. "We will also set up a Chinese medicine scholarship for international students studying Chinese medicine in China, and at the same time establish a team of full-time teachers of traditional Chinese medicine for the Confucius Institute."
