The degree of sharing has been greatly improved in the world, and it has become a precious resource serving the whole human life and health.Shen zhixiang, former secretary-general of the world federation of acupuncture and moxibustion societies, who has been involved in the Chinese government's application for the world heritage list of acupuncture and moxibustion, once commented that the inclusion of acupuncture and moxibustion into the world heritage list not only means the international community's recognition of this medical method, but also marks a milestone for the Chinese traditional medicine culture represented by acupuncture and moxibustion with a history of more than 2,000 years.As early as 2006, the state administration of traditional Chinese medicine established the committee, expert group and office for the application of traditional Chinese medicine to the world intangible cultural heritage to organize the research and application of the protection of the intangible cultural heritage of traditional Chinese medicine.Traditional Chinese medicine has always been regarded as an integral whole. Therefore, at the initial stage, TCM was declared as an intangible cultural heritage as a whole. However, traditional Chinese medicine has acupuncture and moxibustion, literature, technology and medicine, etc., which cover all kinds of things, and the relevant departments of the United Nations require the more specific the better. The idea of applying for world heritage of traditional Chinese medicine faces adjustment. Therefore, in October 2009, the traditional Chinese medicine application was changed to the traditional Chinese acupuncture application.The application of traditional Chinese acupuncture and moxibustion to the world heritage list is not only a way to protect traditional Chinese acupuncture and moxibustion, but also to protect the diversity of traditional Chinese medicine thought and culture and the root of national culture. At that time, traditional Chinese medicine (TCM), represented by acupuncture, had a global influence, with at least 200,000 acupuncturists abroad and a service value of over $10 billion per year. Acupuncture and moxibustion has become a world intangible cultural heritage, which brings greater responsibilities and pressure to the protection and inheritance of acupuncture and moxibustion.At that time, there was a saying that "legacy" meant dying out. Huang longxiang, a researcher at the Chinese academy of traditional Chinese medicine, responded that traditional Chinese medicine is extensive, profound and effective, and there are many things that modern medicine cannot explain. But modern medicine can not explain does not mean that there is no value, with the development of science, some of the original can not explain things will slowly be understood and accepted by everyone. If not protected now, these skills will be lost, the application, is to prevent such a tragedy.The purpose of successful application is not for the purpose of better protection and inheritance. The intangible cultural heritage protects the cultural foundation of traditional medicine and breaks the routine of intellectual property system. With this kind of protection, we can establish a set of traditional medicine intangible cultural heritage protection system.After the successful application, the state administration of traditional Chinese medicine shall, in accordance with the spirit of the UNESCO convention on the protection of intangible cultural heritage, fulfill the responsibilities of the contracting parties, implement the various commitments on the protection measures made by UNESCO in the application document article by article, and strengthen the protection of this heritage protection policy. In terms of making publicity and protection plans, it is necessary to carry out research on the protection of intangible cultural heritage of traditional Chinese acupuncture and moxibustion, explore different inheritance modes, improve the inheritance mechanism of traditional Chinese acupuncture and moxibustion, accumulate inheritance materials, organize seminars on traditional acupuncture and moxibustion, strengthen the construction of acupuncture and moxibustion museums, and strengthen the promotion of traditional Chinese medicine through multiple channels. At the same time, studies on TCM acupuncture and moxibustion and TCM culture strategy were carried out one after another.The success of the application of acupuncture and moxibustion to the world heritage list has enhanced the dialogue and exchanges between Chinese traditional culture and other cultures of the world, promoted the development of cultural diversity, and contributed to the better summary and inheritance of TCM acupuncture and moxibustion from the cultural level, and provided a development environment for the traditional theory and skills of acupuncture and moxibustion, which can benefit more people. Traditional Chinese acupuncture and moxibustion has also become a "new calling card" of Chinese culture to the world.(4) historical statementInvestigation report on the basic situation of TCM in 2009 released: the first time to find out the "family background" of TCM in ChinaOn September 14, 2011, the state administration of traditional Chinese medicine held a press conference in Beijing to announce the survey report on the basic situation of traditional Chinese medicine in 2009. This is the first time in China to carry out a nationwide survey of the current situation of TCM.In order to fully grasp the basic development status of Chinese medicine in China, the state administration of traditional Chinese medicine officially launched the survey in May 2010. The survey involved more than 800,000 staff in four stages, including preparation of demonstration scheme, organization and implementation of investigation, data collation and verification, and report writing and demonstration.The survey covers the resources of TCM medical services, the provision of TCM services, the operation of TCM medical institutions, the utilization of TCM's distinctive advantages, the basic information of TCM practitioners in medical institutions, the basic information of TCM research in medical institutions, and the implementation of relevant policies on TCM development.The survey covered 31 provinces, autonomous regions and municipalities and the xinjiang production and construction corps. A total of 769,000 questionnaires were collected from various medical institutions, health administrative departments and traditional Chinese medicine administrative departments. The survey included nearly 800,000 respondents from local administrative departments of traditional Chinese medicine at or above the county level, hospitals at all levels, grass-roots medical and health institutions, outpatient departments and traditional Chinese medicine clinics.The report shows that TCM has shown a good momentum of development in China: 59.6% of the country's medical institutions are able to provide TCM medical services, with 3.06 TCM doctors per 10,000 people.More than 2/3 of the prefectural (municipal) health bureaus have independent TCM management (branch) departments, and 1/3 of the county-level health administrative agencies have professionals engaged in TCM management. Nearly two-thirds of the provinces (districts and municipalities) and nearly half of the prefectures (municipalities) have implemented separate plans to allocate funds for TCM, further strengthening the government's financial responsibility for the sustainable development of TCM.There were a total of 517,400 TCM practitioners in China, of which 408,600 were TCM practitioners, accounting for 20.8 percent of the total number of TCM practitioners. Among all hospitals, TCM beds totaled 520,600, accounting for 16.8 percent of the total number of beds. The average number of TCM beds per 10,000 population is 3.94.Traditional Chinese medicine (TCM) therapies such as acupuncture and massage have been widely used in primary medical institutions, with 81.7% of community health service centers and 65.6% of township hospitals able to use them.At the same time, through this survey, also found the development of traditional Chinese medicine difficulties and problems. For example, the development level of TCM is not balanced between regions and provinces. The urban and rural TCM medical service network at the grassroots level is not sound enough. The basic conditions of TCM hospitals and the ability of TCM characteristic service are different. Different regions have different measures to support TCM, the compensation mechanism has not been established and improved, and it is difficult to give play to its unique advantages. TCM medical resource allocation, service provision and administrative management system do not match.In response to these problems, the state has given strong financial support. The central government allocated an additional 4.42 billion yuan for local governments to make transfer payments for TCM, and supported capacity building of 1,814 county-level TCM hospitals, 58 prefecture-level hospitals for ethnic minorities, and 88 prefecture-level TCM hospitals in the western region. We will focus on narrowing the regional, provincial, and urban-rural differences in TCM resources and service capabilities.At the same time, in the urban and rural grassroots medical and health service system construction, focus on promoting the construction of county hospital of traditional Chinese medicine. The number of county-level TCM hospitals supported by the central government increased to 384. We will strengthen the standardization of TCM and TCM pharmacies in township health centers and community health service centers, and improve their service capabilities. In the pilot reform of public TCM hospitals, we will carry out the pilot project of financial compensation for TCM services, focusing on establishing a compensation mechanism and system that will give full play to the unique advantages of TCM.This survey has obtained a large amount of latest data and information, which provides a basis for the formulation of the 12th five-year plan for the development of traditional Chinese medicine, supports the research and formulation of policies and measures for the development of traditional Chinese medicine, and provides a basis for solving the problems in the development of traditional Chinese medicine.
